Deceil Moore began her work with and advocating for persons with dual diagnosis as a social worker in 1987.
She went on to get her Master’s in Social Work degree with the thought that it should not be as difficult as it was to get good mental health services for persons with dual diagnosis.
As the Director of the Meridian Health Services’ Connxxions Program, she has been a major creative force in the creation of specialized outpatient behavioral health services for persons with both intellectual and behavioral health challenges. The program now serves approximately 1200 persons per month across 39 counties in Indiana and was the first outpatient program to be nationally accredited in serving persons with IDD and behavioral health challenges .
She serves on a several national committees for the National Association for persons with Dual Diagnosis, has spoken nationally for organizations such as the National Council on Community Behavioral Health, The Association for Intellectual and Developmental Disabilities, and The National Association for the Dually Diagnosed. Her article on Attachment Issues for persons with IDD was recently published in the NADD Bulletin. She is known for her passion and commitment to serving persons with both IDD and behavioral health challenges.
